Israel's retaliatory strikes have killed at least 29,514 people, mostly women and children, according to the latest count from Gaza's health ministry. The plan also includes elements related to the Egypt-Gaza border, which is plagued by smuggling.

It said a “southern closure” would be enforced along the border to prevent revival of any terrorist or smuggling activity. On Friday, Abbas's spokesman criticized the plan.

“Gaza will be part of an independent Palestinian state with only Jerusalem,” Nabil Abu Rudineh said, according to the Palestinian official news agency Wafa.

He said, “Any plan to the contrary is doomed to fail. Israel will not succeed in its efforts to change the geographical and demographic reality in the Gaza Strip.”

Abu Roudineh said, “If the world wants security and stability in the region, it must end Israel's occupation of the Palestinian territories and recognize the independent Palestinian state with Jerusalem as its capital.”

Netanyahu has long condemned the Palestinian Authority, and on Wednesday Israel's parliament also backed another resolution opposing any unilateral recognition of a Palestinian state.
