Lt Gen Wakar is an alumnus of the Defence Services Command and Staff College, Mirpur and the Joint Services Command and Staff College, UK. He holds a Master's degree in Defence Studies from the National University of Bangladesh and a Master of Arts degree in Defence Studies from King's College, University of London.

As the Chief of Armed Forces Division, he was directly involved with UN Peacekeeping affairs of Bangladesh Armed Forces. He was also designated as Bangladesh's Gender Champion and Gender Advocate for UN Peacekeeping affairs. By virtue of his appointment as Principal Staff Officer, he also headed the 'Bangladesh National Authority for Chemical Weapons Convention' as Chairperson. Under the Blue Helmets, Lt Gen Wakar completed two tours of duty as observer and staff in UNAVEM (Angola) and UNMIL (Liberia) respectively. As CGS of Bangladesh Army, he has been responsible for military operations, military intelligence, UN Peacekeeping affairs, budget and many other matters of the army.

Lt Gen Wakar had the rare privilege of commanding the National Victory Day Parade three times in a row. He was awarded the prestigious 'Army Medal of Glory (SGP)' and Exceptional Service Medal (OSP) for his remarkable contribution in the modernization of the Army. He frequently attends various seminars and symposia in the country and abroad as a keynote speaker. He loves sports and games. He is happily married to Sarahnaz Kamalika Zaman and has two daughters: Samiha Raisa Zaman and Shayra Ibnat Zaman.
