Diplomats, NGOs and aid agencies are currently deeply divided on the issue.
Some believe that by deferring the possibility of recognition, the international community may entice the Taliban to curb women’s rights.
Others say that even discussing it gives the Taliban some legitimacy when they are ousting women from public life.
Last week, UN Deputy Secretary-General Amina Mohammed said a Doha meeting starting on Monday could see envoys discuss “baby steps” on the path to recognition, along with conditions.
“There are some who believe it can never happen. There are others who say, well, it has to happen,” Mohammed said in a talk at Princeton University.
