The Deputy Commissioners have put forward various proposals, including setting up an economic zone at Ghazipur, a new 1000-bed hospital at Rangpur, an international standard airport at Noakhali and appointment of public prosecutors (PP) and public prosecutors (GP) through competitive examinations. The Cabinet Division has selected a total of 498 such proposals submitted by Deputy Commissioners for discussion.
These proposals will be discussed in a four-day Deputy Commissioner (DC) conference starting tomorrow, Sunday, where government policy makers will provide necessary directions. The conference will be held at the Osmani Memorial Auditorium in the capital and will continue till May 6. A total of 34 sessions are scheduled.
This will be the first Deputy Commissioners (DCs) conference since the formation of the new BNP-led government following the 13th national parliamentary elections on February 12. Prime Minister Tariq Rehman will inaugurate the conference. Additionally, this time the DC will pay a courtesy call on the President and the Speaker of the National Parliament, which did not happen last time.
Sources associated with the Cabinet Division say that on the occasion of this conference, Divisional Commissioners and DCs submitted 1729 proposals from across the country. Of these, 498 proposals have been selected for discussion.
Proposal to release budget amount by 15th April
The proposals include, releasing all national budget funds by April 15, upgrading the Dhaka-Mymensingh Highway to eight lanes, setting up government primary schools in tea gardens, making education free for all disabled students from poor families on a district basis, introducing an integrated curriculum and assessment system to ensure learning for all children, formulating policies for setting up Qaumi Madrasas and appointing teachers in relevant languages to ensure mother tongue education for students from small ethnic communities. Implementation of previous decisions
The decisions taken at the DC conference are implemented in three phases: short-term, medium-term and long-term. Medium and long term decisions naturally take more time to implement.
According to sources, 61 percent of the decisions taken in the last DC conference held during the interim government have been implemented. So far, 35 percent of medium-term decisions and 16 percent of long-term decisions have been implemented.

This conference is organized under the supervision of Cabinet Division. The proposals presented by the DC on various ministries and divisions are discussed and decisions are taken in the presence of ministers and secretaries. As representatives of the government at the field level, DCs are responsible for policy formulation, implementing development programs and coordinating various activities. This Saturday afternoon, Cabinet Secretary Naseemul Ghani will present various details of the DC conference in a press conference at the Secretariat. On the first day, the discussion will include the Prime Minister’s Office and its attached agencies as well as the ministries of health, education, primary and mass education and law. After the first day’s session, the DC will pay a courtesy call on the President at Bangabhavan.
On the second day on Monday, discussions will be held on the Finance Ministry and many other ministries and departments. On that day, the DC will also attend a courtesy meeting and exchange views with the Speaker of the National Parliament at the Jatiya Sangsad Bhawan.
On the third day, on May 5, the discussion will include the Armed Forces Division, Power Division, and Energy and Mineral Resources Division, among others. On the same day, DC will pay a courtesy call on the Chief Justice at the Supreme Court building. Matters related to the Election Commission will also be discussed.
On the final day, May 6, the discussion will focus on the Ministry of Home Affairs, Ministry of Public Administration and several other ministries.
