‘Fuel Pass’ app pilot launched at two Dhaka filling stations

The government has launched a pilot of a QR code-based “Fuel Pass” mobile application in Dhaka, aiming to streamline fuel distribution, curb irregularities, and bring greater transparency to the system.

Developed under the Energy and Mineral Resources Division (EMRD), the app is being implemented by the Bangladesh Petroleum Corporation (BPC) on a trial basis at two filling stations — Trust Filling Station near Bijoy Sarani and Sonar Bangla Filling Station in Asad Gate — initially for motorcycle users.

Officials say the system will be gradually expanded nationwide for all types of vehicles if the pilot proves successful.

The move comes amid persistent complaints of long queues at filling stations, even when supply remains adequate. Authorities attribute the situation partly to inefficiencies in the manual distribution process, as well as instances of repeated fuel collection by the same individuals, which contributes to artificial shortages.

The proposed digital system seeks to automate fuel distribution and bring it under real-time monitoring. It will be integrated with the Bangladesh Road Transport Authority’s (BRTA) central database, allowing authorities to track vehicle-specific fuel allocation and usage.

Under the system, users will receive a QR code linked to their vehicle registration. Filling station operators will digitally record fuel allocation and distribution, while consumers will be able to view their entitled quota and receive fuel by scanning the code.

A centralised dashboard will enable authorities to monitor fuel supply and distribution across the country in real time.

To ensure accessibility, users without smartphones will be able to register on the website and download or print their QR codes in physical format.

Energy Division Joint Secretary Monir Hossain Chowdhury shared the updates with journalists at the secretariat today during a regular briefing. He said the initiative would reduce irregularities, prevent misuse, and improve efficiency in fuel management, particularly during supply disruptions or crisis periods.

He urged cooperation from all stakeholders to scale up the system quickly, describing it as a step towards strengthening the country’s fuel security framework.
