UNAMA said nearly half of the recorded killings occurred in the four months after the Taliban took power, with US-backed foreign forces withdrawing in August 2021, and 70 recorded killings in 2022.

“For most of the violations discussed in this report, there is limited information about the measures taken by the actual authorities to investigate the incidents and apprehend the perpetrators,” UNAMA said, referring to the Taliban administration.

“The apparent impunity with which members of the de facto authorities are perpetrating human rights violations against former government officials and ANDSF members is a matter of grave concern,” UNAMA said, referring to the former Afghan National Defense and Security Forces.

In total, UNAMA recorded 800 incidents of Taliban-linked human rights violations against former government employees and the military, including arbitrary arrests, disappearances and torture.
