When asked why the number of institutes without passed candidates has increased 10 times in just one year, the Education Minister said, “Last year exams were conducted in only three subjects. At that point, the majority did well. That’s why the passing rate was around 95 percent. This time there were tests for 12 papers, so not everyone performed well. Hence, there has been an increase in the number of institutes without pass students.”
