Photos released by KCNA showed Kim pointing to a map of Seoul and areas around the South Korean capital.
The United States has accused North Korea of providing Russia with weapons for the war in Ukraine, including artillery shells, rockets and missiles. Russia and North Korea have denied those claims.
The report added that Kim also called for drills with the country’s latest weapons and equipment to keep his military ready for battle.
North Korea is set to hold a militia parade on September 9 to mark the 75th anniversary of the Republic’s founding day. North Korea has several paramilitary groups which it uses to strengthen its military forces.
The US and South Korea are due to hold military drills from August 21 to 24, which North Korea sees as a threat to its security.
