Ghulam Arif Tipu was born on 28 August 1931 in Kamlakantpur village of Shibganj upazila in Chapainawabganj. He was the second of his parents' nine children. His father Aftab Uddin Ahmed was the district registrar.
He obtained MA degree from Dhaka University.
Ghulam Arif Tipu joined leftist politics when he was a student. He served as the General Secretary of Bangladesh Students Union from 1954 to 1956. He also participated in the language movement. He led the 'Rashtra-Bhasha' movement in Rajshahi in 1952 and established the first Shaheed Minar in Rajshahi College.
