Regional governor Vyacheslav Gladkov said on Telegram that the accident occurred in the Korochansky district, northeast of the region’s capital.
“Now an investigation team and emergency services are working at the site. I have changed my working schedule and traveled to the district,” Gladkov said.
Gladkov had previously declared a missile alert in the region, but it was unclear whether the two incidents were linked.
In Kiev, local media initially quoted Ukrainian military sources as saying that its forces shot down the plane, and that it was carrying missiles.
But that claim was later withdrawn.
The issue of prisoners of war is sensitive in both the countries.
