This situation can create suspicion between those who were promoted but did not get the positions and those who are already in those positions.
Appointments and promotions in public administration must follow the administrative structure, which generally involves recruitment of new officials on the basis of vacancies. When there is no post available then there is no justification for promotion done with special consideration.
In the public administration of most countries, a pyramid approach is followed, where the number of personnel decreases as one moves upwards. However, our policy-makers seem to favor an inverted pyramid system.
