Promotion in Public Administration: Appointments and promotions should follow the administrative manpower structure

Expressing his opinion on this matter, former cabinet secretary Ali Imam Mazumdar has called it a waste of public money. Even if promotions are given, the ministry will struggle to provide them with the required work, leading to chaos in public administration.

This situation can create suspicion between those who were promoted but did not get the positions and those who are already in those positions.

Appointments and promotions in public administration must follow the administrative structure, which generally involves recruitment of new officials on the basis of vacancies. When there is no post available then there is no justification for promotion done with special consideration.

In the public administration of most countries, a pyramid approach is followed, where the number of personnel decreases as one moves upwards. However, our policy-makers seem to favor an inverted pyramid system.
