Promotion in Railway: Can minister issue DO letter?

Railway officials termed the DO letter of the ministry recommending promotion of the officer of their choice as an unprecedented move. This is not only unethical but also a violation of government service rules. There have been several instances in the past of the Ministry issuing DO letters and those letters were issued to officers of other ministries. Here, the minister wants an officer to be appointed as the director general for his ministry. In case the minister violates his oath that he will not be motivated by anger and affection in the discharge of his duty.

The minister, while making the recommendation in the DO letter, said the father-in-law of Mohd Manzoor-ul-Alam Chowdhury, late Abu Soleiman, was involved in politics along with Bangabandhu Sheikh Mujibur Rahman. Mohammad Monjur-ul-Alam Chowdhury established a memorial at Saidpur in memory of the martyrs of the 1971 Liberation War without spending the railway funds. The minister called a meeting of the Senior Selection Board (SSB) and sought his intervention for the promotion of the officer.
