At the same time, this review process should not be left solely to decision making at the local level, which risks inconsistency and potential corruption. A centralized, independent unit consisting of senior police officers and prosecutors should be established to oversee the review. Such a body could also coordinate with International Criminal Tribunal investigations to ensure coherence and avoid duplication or contradiction.
The families of those killed and injured during the July protests deserve accountability. However, this accountability must be based on a process that is transparent, rigorous and evidence-based. It should not appear as a mechanism to protect the guilty, nor should it allow innocent persons to face harassment or detention without reasonable grounds.
