Ukraine’s human rights ombudsman Dmytro Lubinets described the attack as “terror on New Year’s Eve”.
Lubinets said, “The terrorist state is greeting the Ukrainian people with missiles. But we are indestructible and invincible. There is no fear, but fury is growing. We will definitely win.”
The mayor of Kyiv said that 30% of consumers in the capital were without power due to the onset of the emergency blackout, but residents had central heating and running water.

Other cities in Ukraine also came under fire. In the region south of Mykolaiv, local governor Vitaly Kim said on television that six people were wounded.
In a separate post on Telegram, Kim said Russia had targeted civilians with the attacks, which Moscow had previously denied.
“As per today’s trend, the occupiers are not only attacking critical (infrastructure) … In many cities (they are targeting) just residential areas, hotels, garages, roads.”
Kirylo Tymoshenko, an aide to Ukraine’s president, said a drone strike in the western city of Khmelnitsky wounded two people.
The official also reported strikes in the southern industrial city of Zaporizhzhya, which Tymoshenko said had damaged residential buildings.
