Police saw alcohol in an open container and marijuana in the car, according to the report, and decided to arrest Williams after an officer found a folded dollar bill in his pocket that appeared to be “a white powdery substance.” .
In the video, Williams and another person in the car, who has not been identified, can be heard asking why they are being questioned and searched. As officers tried to take him into custody, Williams resisted and a struggle ensued.
An officer can be heard threatening to discharge his Taser at Williams unless she stops resisting. A stun gun was then fired and Williams fell to the ground next to a parked car. Shortly after this he tries to run away.

“Relax man, relax,” someone said once Williams was handcuffed and seemed to be having difficulty breathing. As Williams’ condition appeared to be rapidly deteriorating, officers checked his pulse and requested emergency medical services at the scene.
