Challenges of Upazila Parishad: Ineffective local government and administrative conflicts

What are the duties of the two Vice-Presidents or what are the requirements of having two Vice-Presidents without a Council member? The posts of Chairman and Vice Chairman are not permanent but part-time. Many presidents live and do business in Dhaka. They visit the council office at appropriate time in the month.

If the Chairman is the Chief Executive Officer in the Upazila Parishad, he cannot remain absent from the Upazila Parishad for a long period.

Most of the upazila chairmen are senior politicians. They are experts in various activities including organizing people, organizing meetings and realizing demands. But as a chief executive, he does not have the necessary education and training to lead around 1,500 officials from 24-25 government departments. They do not have a clear concept of the services of these departments. Many Upazila Presidents want to dispose of all the files or documents through them but they do not have the patience to read those files and take decisions.

The chairpersons of the upazilas want to write the ACR (Annual Confidential Report) of the council officials but the law has not given them this jurisdiction. According to law, an Upazila Chairman can write the Annual Performance Report (APR) of the officers. It is unfortunate that no Chairman has written any APR in the last 25 years. The government is surprisingly silent in this regard. No one including the Deputy Commissioners, Divisional Commissioners, Local Government Ministry and the Cabinet sought any reply in this regard. Officers have been promoted without APR.
