Mohammad Ali Chowdhury, the former manager of the Shantinagar branch of Basic Bank, has filed a petition in the High Court after failing to secure bail in a trial court in separate cases of embezzlement of funds in the state-owned Basic Bank. The High Court issued the rule after a preliminary hearing. The court said, “According to the laws the investigation was to be completed within 120 days, but the ACC failed to complete the investigation within the stipulated time.” If the investigation is not completed on time, then many evidences of the cases get destroyed. In many countries there are examples of resignations by investigative agencies for not being able to complete the investigation in stipulated time, but in our country there are no examples of resignations accepting responsibility for failure. Rather, there are instances of harassment and sacking of officers who have successfully conducted investigations.”
