The police member, who identified himself as Saqib, said he saw three men wearing RAB vests running away from the scene.
“The two men wearing RAB vests dropped their guns and fled as soon as they saw me coming towards them,” he said.
Details of the fourth person involved in the kidnapping attempt were unclear.
Hearing the commotion, a crowd gathered on the spot and caught Joy.
