Government pressure on mobile operators to develop personal information database raises concerns

Letters have been issued repeatedly to telecom service providers to develop a database with personal information of their customers from a service called ‘Parichaya’. The database will include the customer’s name, national ID card number, their parents’ names, date of birth, address, gender, occupation and a photograph.

However, mobile operators are not interested in developing such a database. He says that private companies cannot create any database containing personal information of people because the law of the country does not allow it. They verify the customer’s information from the National ID Card database of the Election Commission (EC).

Bangladesh Telecommunication Regulatory Commission (BTRC) on January 25 sent the last of a series of letters to mobile operators to develop the database. The letters asked operators to collect information from the service operated under the Bangladesh Computer Council (BCC). This service is operated by a private company, Digicon Technologies, which gets a major part of the income from this service.
